In accordance with the proposal announced by Alexei Nikonorov during the extraordinary meeting of the working group on security issues, the DPR Representative Office to the JCCC and the negotiation process sent the Ukrainian side to the JCCC an official notification with specific proposals on the technical details and procedure for holding a video conference at the JCCC level with the current composition and possible participation of the OSCE SMM.

“We believe that such a format of interaction, as one of available means of interaction, would serve as leverage to enable the work of the coordination mechanism and help to achieve concrete results in ensuring security during repair and restoration work and other activities near the line of contact.

In that connection, we deem it advisable to hold videoconferences (briefings) with the leaderships of the parties to the JCCC with the current composition on an ongoing basis at certain intervals, with the possible participation of representatives of the OSCE SMM to discuss urgent issues and resolve current problems.

We are counting on a constructive approach from the Ukrainian party to the JCCC. We are confident that only direct interaction between the immediate parties to the conflict, including ‘in the fields’, will make it possible to stabilize the level of tension and prevent a new round of escalation to ensure a peaceful life for the entire population of Donbass,” the notice from the DPR Representative Office to the JCCC and the negotiation process reads.
