On February 4, Head of the DPR Denis Pushilin held an extended teleconference on the state of the healthcare system during the period of the coronavirus infection. The meeting was attended by acting Minister of Health Alexander Oprishchenko and chief physicians of medical institutions of the Republic, the press service of the Administration of the DPR Head reports.

At the beginning of the meeting, Denis Pushilin highlighted the issues on the agenda.

“We will discuss the current situation in the healthcare sphere, issues of the vaccination against the coronavirus, the provision of medical institutions with medications, personal protective gear, oxygen, medicines and medical equipment, and will also see how the tasks assigned during the previous meetings were fulfilled,” the Head of the Republic said.

Denis Pushilin stressed that as part of the vaccination campaign in the DPR, every resident should know how to get the free vaccine.

“From my own experience, I can say that the procedure is quite simple, does not require much time, and is conducted in accordance with the requirements of all relevant protocols,” Denis Pushilin stressed.

In his report, Alexander Oprishchenko noted that as of February 4, there had been 21,042 officially confirmed patients with the coronavirus in the Republic.

“At the moment in the Republic there are 29 hospital bases with a total capacity of 2,442 beds, of which 700 are beds with oxygen support,” the acting minister clarified.

According to him, more than 1 600 people have been vaccinated since the beginning of the vaccination campaign. All the necessary information is on the website of the DPR Ministry of Health and social networks.

“There should be no acute respiratory diseases at the time of the vaccination, the exacerbation of chronic diseases is a contraindication. If a person has had COVID-19, the vaccination is not contraindicated, but at least six months must pass since recovery. Patients must bring to the vaccination either an outpatient card or an abstract from an outpatient card. Special tests or examinations of specialists are not conducted according to the vaccination instruction,” Alexander Oprishchenko said and added that during the vaccination campaign it is planned to vaccinate more than 50 thousand people throughout the Republic.

The Head of the DPR emphasized the need to raise public awareness about the vaccination procedure, and urged chief physicians to post all the necessary information in medical institutions.

Next, Elena Baun, Chief Physician of Donetsk Central City Clinical Hospital 1, spoke about plans to vaccinate employees at the hospital.

“As of today, there are 689 employees in the hospital base, 381 of whom have had a coronavirus infection. 213 have undergone initial EIA testing, and they can be vaccinated,” Elena Baun said.

She also noted that there are currently 148 people at the base, which has capacity for 410 patients.

“We have no problems with oxygen concentrators. Thank you very much for the fact we are fully provided with oxygen. We have more than enough protective gear, as well as disinfectants,” Elena Baun stressed.

Answering the question from the Head of the Republic whether the institution continues to prescribe aftertreatment for patients who suffered from COVID-19, the chief physician replied that this process is regular.

The Republic Center of Occupational Pathology and Aftertreatment is one of such institutions. As noted during the meeting Elena Lyashenko, chief physician of the institution, to date more than 200 people have been treated at the center.

“There are 96 beds for aftertreatment. At the moment there are 56 people staying here. We actively cooperate with COVID-19 bases. According to the agreement, patients with negative tests for COVID-19 are transferred to us for further treatment or full rehabilitation,” Elena Lyashenko said, adding that the Center has a huge range of possibilities, including physical therapy treatment.

The Head of the Republic emphasized that medical institutions offering such services do not function everywhere, and instructed the acting Minister of Health to prepare proposals for the development of an aftertreatment program for medical workers in the DPR.

“Alexander Alexandrovich, today we can already talk about our own experience in the aftertreatment of patients who have had COVID-19. Since not everywhere there are such centers. In this regard, I am waiting for proposals from you to develop an aftertreatment program for medical workers of the Donetsk People's Republic. I ask you to solve this issue in a very balanced way. Medical workers who have fallen ill are trying to get back to work as soon as possible, which is understandable, based on their motives. But we have to take care of our medics,” Denis Pushilin said.

The Head of State also instructed to work out the issue of COVID-19 aftertreatment of compatriots living in the Ukraine-controlled territory

“I would like to draw your attention to the following. As you know, at the Russian Donbass forum held in the Republic, it was decided to continue and intensify the work to support our compatriots living in the territory temporarily under the control of Ukraine, as well as all Russians and Russian-speakers who need support and live in the whole of Ukraine. I believe it is our duty. Based on our experience, we will be able to cope with this,” the Head of the DPR summed up.

The AFU carried out three firing provocations during the past 24 hours — DPR PMD

Over the past 24 hours, Ukrainian armed forces violated the Complex of Additional Measures for Ceasefire Control four times, committing three firing provocations, including the use of mortars, spokesman for the DPR PMD Oleg Nikitin reported at the briefing on December 23.

At the Gorlovka front, militants from the 503rd Marine Battalion of the 35th Brigade of the AFU, in violation of the Clause 2 of the Additional Measures, opened fire from positions near the Yuzhnaya mine in Dzerzhinsk with RPG, AGS and small arms in the direction of the village of Mine 6-7 in Gorlovka, firing a total of 27 grenades.

At the Donetsk front, militants from the 1st mechanized battalion of the 72nd Brigade of the AFU attacked the Mikhailovka area with 120mm mortars from positions near Verkhnetoretskoye (north).

In addition, our observers registered engineer work at positions of the 37th Battalion of the 56th Brigade of the AFU near Opytnoye.

At the Mariupol front, militants from the Marine Battalion of the 36th Brigade of the AFU fired eight 120mm shells at Leninskoye from positions near Vodyanoye.

Our defenders did not react to the provocations of the enemy, continue monitoring, strictly observing the current ceasefire, and are ready to adequately respond to the actions of the enemy.

In addition, the AFU continue to use electronic warfare means to prevent OSCE SMM drones from detecting prohibited weapons and new positions of their units, built up in violation of the Complex of Additional Measures for Ceasefire Control.



Decree 452 of December 23, 2020 of the Head of the DPR establishes an increase in pension payments in 2021.

In accordance with the document, the amount of pension payments increases beginning on January 1, 2021 by 17% and on July 1, 2021 by 17%.

The DPR Pension Fund is instructed that pension payments be recalculated in accordance with this Decree.

The Decree shall become effective beginning on January 1, 2021.

Ukrainian armed forces attacked several populated localities of the Republic — DPR PMD

Over the past day, Ukrainian armed forces opened fire on the territory of the Republic six times, spokesman for the DPR PMD Pavel Fomenko reported at the briefing on December 15.

At the Gorlovka front, militants from the 35th AFU brigade’s 503rd marine battalion opened fire twice at the village of Mine 6-7, having fired 6 rounds with an SPG and two rounds with an RPG.

At the Donetsk front, militants from the 72nd AFU brigade’s 3rd mechanized battalion opened fire three times using an AGS and small arms at the areas of Yakovlevka and Mineralnoye. The area of Vesyoloye was attacked by small arms from positions of the 56th AFU brigade’s 23rd motorized infantry battalion.

Since the beginning of the current 24-hour period, Ukrainian armed forces have opened fire on the territory of the Republic one time.

At the Mariupol front, in violation of Clause 2 of the Measures in effect, militants from 36th AFU brigade’s marine battalion fired three rounds with an AGS on the Leninskoye area from their positions in the Vodyanoye area.

In addition, our observers reported the enemy conducting engineer work in the area of Vodyanoye, during which an explosion occurred.

“Our defenders are not reacting to the provocations and continue to monitor the enemy, strictly observing the current truce, and stand ready to adequately respond to enemy actions.

The facts of gross ceasefire violation were promptly reported to representatives of the Ukrainian party to the JCCC in order to take measures against the violators and exclude the possibility of falsifying ceasefire violations by Ukrainian militants.

Note that Ukrainian commanders, by giving criminal orders to open fire on the territory of the Republic on the eve of the Contact Group meeting, openly demonstrate their attitude to the peaceful resolution of the conflict, which once again proves the inability of the Kiev regime and the command of the Joint Forces Operation to control subordinate units and ensure strict compliance with the truce,” Pavel Fomenko stressed.

In violation of Clause 3 of the Additional Measures, the AFU deployed four units of armament and military equipment near residential buildings and municipal facilities in the Ukraine-controlled territory.


They AFU deploy prohibited weapons near residential buildings

OSCE monitors confirm that the Vostok Task Force had 88 units of armament and military equipment deployed in populated localities in the Ukraine-controlled territory this week, spokesman for the DPR PMD Oleg Nikitin reported at the briefing in Donetsk on November 27.

From the departing 54 separate mechanized brigade and 72 separate mechanized brigade which arrived to stand in for it:
— four Buk SAMs with 12 boxes of ammunition and 17 T-64 tanks at the railway station in Konstantinovka;
— 18 122 mm SAU Gvozdika and 12 152 mm SAU Akatsiya at the railway station in Druzhkovka;
— five T-64 tanks at the railway station in Krasnoarmeysk;
— four BMP-1s near Krasnogorovka;
— ten T-64 tanks in Krasnoarmeysk. In addition, the 54 separate mechanized brigade deployed roadblocks near the loading station in order to prevent the OSCE SMM and local residents from registering the concentration and redeployment of prohibited weapons of the AFU.

From the 79 separate airborne assault brigade:
— four BMPs in Krasnogorovka.

From the 35 separate marine brigade:
— an armored personnel carrier (MT-LB) near the residential area of Novosyolovka;
— one armored reconnaissance vehicle BRDM-2 in Romanovka;
— one armored combat vehicle in Mayorsk.

From the 53 separate mechanized brigade:
— three BTR-80s in Nikolayevka;
— four BTR-80 armored personnel carriers on the economic territory on the outskirts of Bugas and three 9K33 Osa anti-aircraft missile systems in Kalinovo.

From the 36 separate marine brigade:
— one ZU-23 in Lebedinskoye. According to our sources, the purpose of the anti-aircraft system in this locality is to conduct training with the personnel of the ZU-23 crew to practice the destruction of OSCE UAVs.

In order to conceal from observers the prohibited weapons and military equipment deployed in violation of the Minsk agreements, the Ukrainian army continues to actively use EW means, blocking the work of OSCE SMM unmanned aerial vehicles flying over the occupied territory along the line of contact.

Thus, this week, our observers detected the work of Bukovel AD stations of a EW company of the 36 brigade and a mobile group from the 306 EW separate battalion to jam the channels of control and navigation of OSCE UAVs in the Vodyanoye area and twice in the Shirokino area. Between November 10 and 27, seven cases of the enemy's active use of EW means were registered from the Mariupol front.


Ukrainian militants attacked Vesyoloye from the Donetsk front by using heavy weapons today — DPR PMD

The enemy violated the Complex of Additional Measures for the ceasefire enhancement and control 21 times this week, spokesman for the DPR PMD Oleg Nikitin reported at the briefing in Donetsk on November 27.

In violation of Clause 2 of the Additional Measures, the enemy carried out 12 provocations with the use of weapons in the direction of Spartak, Kominternovo, Leninskoye and the village of Gagarin Mine in Gorlovka. During the firing, militants used anti-tank missile systems, grenade launchers and small arms.

During the shelling of the Leninskoye area, militants from the 36th brigade’s marine battalion were adjusting mortar fire by using a Mavic UAV, which was jammed by a Terikon-M2N EW station, after which the firing ended. Jamming the enemy UAV in time made it possible to avoid civilian casualties and damage to infrastructure.

In addition, our surveillance cameras recorded nine cases when Ukrainian militants carried out engineer work at positions in the areas of Shumy, Peski, Vodyanoe, Dzerzhinsk, Maryinka and Leninskoye in violation of Clause 1 of the truce.

In the past 24 hours, militants from the 79th brigade’s 3rd airborne assault battalion, in violation of Clause 2 of the Additional Measures, fired ten rounds with a grenade machine gun and used small arms in the area of the village of Trudovskaya Mine.

In addition, for the first time since the additional measures came into effect, militants from the 56th brigade’s 37th motorized infantry battalion fired twelve 120mm mortar shells at Vesyoloye from their positions in the Opytnoye area.


Ukrainian militants attacked populated localities at the Donetsk and Mariupol fronts — DPR PMD

For the past 24 hours, the enemy committed four acts of warmongering with the use of weapons, having violated the effective truce, spokesman for the DPR People’s Militia Directorate Pavel Fomenko reported at the briefing in Donetsk on October 22.

At the Donetsk front, militants from the 1st battalion of the 54th AFU brigade opened fire with a rocket launcher at Mineralnoye from their positions near Avdeyevka. Militants from the 3rd battalion of the 79th brigade opened fire with an automatic rocket launcher at the village of Trudovskaya Mine from their positions near Maryinka, having fired six rounds. Since the beginning of the current 24-hour period, Yakovlevka was attacked from the direction of Avdeyevka.

At the Mariupol front, militants from the 36th AFU brigade’s marine corps battalion opened fire with a rocket launcher from positions near Talakovka and Vodyanoye, having fired three rounds. Leninskoye was attacked by small arms with tracer ammunition.

DPR monitors to the JCCC also reported a detonation of an unknown explosive device at positions of the marine corps battalion of the 36th separate marine brigade in the Vodyanoye area.

In addition, Ukrainian militants broke the effective ceasefire by launching a UAV in the 53rd brigade’s area of responsibility near Viktorovka. The flights were carried out for the purpose of monitoring the quality of disguise of eight vehicles that the OSCE SMM saw in Bogdanovka and Novotroitskoye.

The 56th and 79th brigades deployed 22 units of military equipment near residential buildings and municipal facilities in Lozovatskoye, Karlovka, Kurakhovka and Kurakhovo during the past day.

In order not to let OSCE SMM drones locate prohibited weapons in the zone of responsibility of the 56th separate motorized infantry brigade, two flying squads from the 305th EW separate battalion were actively used in the vicinity of Grodovka, Krasnoarmeysk and Nikolayevka to jam OSCE flight control and navigation channels with the use of a Bukovel-AD station.

In addition, a soldier from the 53rd separate mechanized brigade was seen at former positions of the AFU in the Petrovskoye disengagement area. These facts are confirmed by the OSCE SMM report of October 21, 2020.


Parliamentarians laid flowers at the bust of Arsen Pavlov (Motorola)

Deputies of the DPR People's Council paid homage to Hero of the Donetsk People's Republic Arsen Pavlov (Motorola) and laid flowers at his bust on the Alley of Heroes in Donetsk. Its opening took place today, on October 16, a correspondent of the DPR official website reports.

Militants from the 36, 56, 54 and 35 brigades of the AFU carried out 13 combat provocations this week, spokesman for the DPR People’s Militia Directorate Colonel Eduard Basurin reported at the briefing on October 16.

The AFU opened fire at Leninskoye, Dzerzhinskoye, Kashtanovoye, Yakovlevka, Mineralnoye, Zhabunki and Donetsk, having violated Clause 2 of the Additional Measures for the Enhancement and Control of the current truce, namely, the ban on firing.

In addition, our monitors reported three explosions at positions of the 54th AFU Brigade this week.

“The OSCE Mission confirmed more facts of deployment of weapons and military equipment of AFU units near residential houses and municipal facilities in the territory under Ukrainian control, which is a violation of Clause 3 of the Additional Measures. This week, the mission’s monitors reported 60 units of weapons and military equipment of the Vostok Task Force, deployed in populated localities,” Eduard Basurin stated.

In order to conceal engineering works and deployed weapons, militants from the 36 AFU brigade used Bukovel-AD EW stations from an EW reconnaissance company to jam the flight control channels of OSCE UAVs in the direction of Mariupol near Lebedinskoye and Vodyanoye.

A few hours later, the same 54th brigade continued to hinder the restoration of the civil infrastructure in the Republic by firing at the Donetsk-Severny railway station with mortars, where Donetsk Railway specialists were carrying out repair work. The AFU fired four 82mm shells on that area.

“The attack on the working team demonstrates the unwillingness of the Ukrainian side to restore the infrastructure they had previously destroyed. The JCCC of Ukraine was notified of the repair work in advance and appropriate security guarantees were given. However, the information about the time and place of work allowed the AFU to attack the workers,” Eduard Basurin stressed.

Since the beginning of the current 24-hour period, militants from the 1st battalion of the 54th AFU brigade have opened fire with small arms at Yakovlevka from positions located near Avdeyevka.

“In addition to violating Clause 2 of the Additional Measures for the Enhancement and Control of the Effective Indefinite Ceasefire, AFU militants also violated Clause 1 of this agreement.

Thus, DPR monitors to the JCCC saw a UAV of the 36th AFU brigade flying over Vodyanoye. The drone flight was conducted to monitor the quality of disguise of prohibited weapons deployed in violation of the disengagement lines,” Eduard Basurin reported.

In addition, ten minutes after the UAV flight, five explosions occurred at AFU positions near Vodyanoye.

Representatives of the Ukrainian party to the JCCC were promptly notified of that fact through the coordination mechanism.
